Currently, when anyone from our troop uses the comment feature for an event and then selects to “Send email with comment to Invitees” it creates four comments and sends four emails to every user. Is this a known issue that can be fixed?

Everyone that is listed in the event. I can login in a bit and see if I can reproduce on an upcoming event as well.
Just sent a comment and it is happening again. Here is the event I commented on with email: Event Details | Scoutbook Plus
They send hangs in a constant loading screen and while it is stuck there it sends multiple emails to all users. Attached are 2 reference images to show what is happening.

This happened again this weekend when one of our key 3 delegates commented on an event as well.
@AndrewBublitz yes it is being looked at - it weird as it seems to be isolated to your unit - at least others are not jumping in with comments.
This happens in our Troop. Been a running joke with our outdoor coordinator.
