When A J logs into her Scoutbook account it shows her the following message: “Warning, another user is using the same e-mail address. If this is unexpected, contact your local council or post to the Using Scoutbook Forum.”. The incorrect member ID is 13185401 if that helps at all.
How can this be resolved?
She has 2 BSA Member IDs, 2 Scoutbook accounts and 2 my.scouting.org IDs. We can fix this but we need to know if she wants to retain the my.scouting.org ID that uses her e-mail address or the Google Login button with her Google ID.

This is done. She needs to use the Google Login button to log in to both my.scouting.org and Scoutbook.
I recommend contacting your Council and having them use the Relationships tab in Registrar Tools to add her child(ren) to her BSA Member ID 140312891.
