Add ability for scouts to edit the calendar

It would be really nice to have scouts have the ability to edit the calendar. Especially positions like Webmaster, SPL and ASPL.

Some scouts, including the SPL and Scribe can do this via the Scouting app. The amount of work required to do this in Scoutbook makes it unlikely the BSA will do this while still on the legacy platform. I recommend having your youth use the Scouting app.

I thought these Scouts could only take attendance. What else can they do in the app? Is this in a help somewhere?
