Is there a way in Scout book to make it so only Advancement Chair can approve things? Den leaders can mark as complete but only Advancement Chair can approve it?
The BSA Guide to Advancement says that it is the role of the Den Leader to approve advancements. The Advancement Chair is more of a purchasing agent.
If the Advancement Chair is also a Pack Admin in Scoutbook, he or she can use the Audit Log Report to see if anything new gets entered.
