When I try to access merit badge requirements for a merit badge or start a new merit badge the page reverts to My Dashboard page, but this only happens with one of my scouts.
the scout has an active Pack membership I bet - take a look at the Scouts Membership page

Under Current Membership, do you see a membership with his former pack listed there? Click on it and add a date in the field where it says “Date Ended”.
You might also want to contact your local council and ask them to end his registration with the pack. It looks like they did a multiple registration for him instead of a transfer from a pack to a troop.
