Can't use email attached to old deleted account

I have a adult leader who cannot set his scoutbook email to his pesonal email it is on his work one. It is correct in scoutnet. His email seems to be connected to an old deleted Scoutbook account. When council tries to fix with Volunteer tools they cannot access old account as it has no council attach to it. Is there something we are missing or is this only solved by someone with higher powers. The old Scoutbook account that has his personal email hostage is 8434918. His ID number is 12778068 and his valid SB account is 2386471


Ron, ask him to try updating his e-mail in Scoutbook now.
