Changing primary BSA ID for scout

Scoutbook Using Scoutbook & Scoutbook Plus

I have 4 scouts, 2 sets of siblings that are showing ‘opted out’ in scoutbook plus. It looks like in legacy scoutbook the ‘previous BSA ID’ should be the current. How do I (or the parents) change the primary BSA ID? I was able to do this for myself, but not for my scout.

@Jean_Michelemoore Which council is supposed to be primary for you and your Scout?

Aloha Council. All four have been members of other councils.

These scouts are not part of my family. I was updating rank and MBs and couldn’t update them. In the section of scoutbook with connections all show green circles for me, but say ‘opt out’ in scoutbook plus
