"Completed By" changed to "Approved By"

I am the Advancement Coordinator for my unit. For months now, every requirement I approve (for rank, merit badge, or award) the system automatically changes the name of the person who marked the requirement completed to my name as both the “Completed By” and the “Approved By.” We are essentially losing the record of who is actually initially signing off on records when I approve them.

We will look into this but keep in mind, the completion date is the date the Scout is ready to be tested. The Scoutmaster is responsible for Approval by saying who tests the Scout. It is the Approval that is the “signing off” of requirements, not marking it complete.
