Council guidelines versus National guidelines

There seems to be much controversy regarding the question “Tenting during covid”

Scout Oath and Scout Law
A scout shall be OBEDIENT - Follow the rules of your family, school, and pack. Obey the laws of your community and country.

Questions:
1. Where council guidelines go against national rules, which guidelines are to be followed?
2. Where national guidelines contradict each other which guidelines are to be followed?
3. Are all guidelines to be followed explicitly?
4. Are guidelines actually rules
5. When is it appropriate to not follow guidelines?
6. Are guidelines flexible?
7. What are the repercussions of not following guidelines?
