Have a scout who keeps dropping from his unit. Cannot access from VST as iy says he has no council assigned

I requested a position sync. I did find a duplicate Scoutbook account, which I retired. Not sure what else might be the problem.
Unrelated, but the unit might want to update the Scout’s district on his Edit Profile page.
