I received help back in December merging two Scoutbook accounts. After recharter, the adult seems to have two accounts again.

14642575 - Lion Adult Partner registration
14642568 - Parent / child “User Relationships”
I recommend that you ask your local council to use their Registrar Tools to put the Adult Partner registration and the parent / child “User Relationships” under a single BSA member ID number.
