I’ve got a couple of scouts that earned enough MBs for the gold palm. I was able to award the bronze, but the gold blocked me from approving, saying “Error: Previous Palm Award is not Approved.” I tried checking the individual reqs as complete and it gives me “Error: The requirement does not exist in user record.” In the list of awards, there are two gold palm listings, but clicking neither allows me to approve.
From your screen shot, Eagle Palm #1 (Bronze) is not yet approved. Have you tried approving this first?

The first screen shot shows it as not approved. What is the Scout’s Scouting America Member ID (no names)?
I am having the same issue! I can approve palm #1, but I can’t enter the additional palms!
And there are duplicates of each palm…
And I tried “awarding” the first palm, but then it says that the award has not yet been completed. 
I am having the same issue for Scout: 131962290
This is a known issue. The developers are investigating.
