Failed to Persist Membership

I have a parent who has 2 BSA ID numbers that he cannot merge. He is getting the Failed to persist membership error. How can I get these merged?

Talk to council - one ending in 752 has no DOB - and it is deleted - as long as he is using niranjan_prusty to log in he should have no issues - and there is no training on the deleted one

He has 2 accounts in scoutbook. The deleted one ending in 752 is the one he is able to login to scoutbook with. The other one is the official number and the scoutbook account shows the email as changeyouremail@scoutbook.com and I cannot change it.

OK I cleaned this up - he needs to use his niranjan_prusty (my.scouting.org) credentials
