Getting a Den Leader Back on the Roster

Hello, I have a Den Leader that didn’t do his YPT last year and is therefore not currently on our roster in my.scouting. I’m assuming he needs to reapply but can that be done online? Or does it have to be a “paper” (PDF, digital) application?
