@MadisonHanks simple answer is Advancement is just one tool of scouting that is the Scouts personal job to manage. The Scout can see their own advancement. Adult leaders are there to support them. Extending to other youth is deemed too troublesome, with little benefit, as adult leaders can support Youth Leaders in getting the info IF the unit deems to manage their unit in that manner.
