Importing Merit Badges into Scoutbook Legacy - Not connected to all scouts so import only partial

We are having an issue importing MB .csv into Scoutbook legacy. My wife is the COR delegate so presumsbly has full access but only has access to some of the scouts in Scoutbook legacy roster. It says she is not connected to some and the ones she is not connected to show as first name last initial and are not in the search to manually match up when running import. Her ID # is 141604161

How do we fix?

COR Delegate is different from a Key 3 or Key 3 Delegate and is not a Legacy admin. I would have one of the Key 3 of the unit do the upload from their account - that is the easiest solution.
