Is there a way to find out what Scout and or pack leader has what permission to what programs in my.scouting.org?

I just had a Den Leader in a pack ask me who in a unit has permission to view invitation manager. I told him it had to be a member of the unit key 3 but I do not know if that is correct. Is it written down someplace and if so where?
