Key 3 are listed in my.scouting.org and all their SB+ permissions are correct, and yet none can see any recipients when attempting to send a message.
And they are clicking the Recipients on the right to open it up

Yeah this users SYT is messed up - they might have been during the national fix - this is a talk to council issue.
He updated his SYT on 5/28/26 and it is recorded in my.scouting.org. I am his district executive and I cannot fix his SB+ messaging issue or any of the other Key 3 in this unit.
First the users should post themself - helping 3rd party is very difficult
5/28 that user took the refresher course, but the user did not have the full course so the refresher does no good. My guess it was in a a window when national realized their problem. It granted the Y01 and it is there, but I am guess National has voided it or something. 6/1 he did the course, but it is like there is no Test for it.
