Lone Scouts

Increasing numbers of Lone Scouts who are Girls without Troops make it harder to track their advancement. These tend to be girls who were in Family Packs, and families are used to using Scoutbook. There maybe enough girls in 3 years to form a troop, but not in the meantime.
