MBC - How do I update scout's progress?

I’m on a desktop windows and mobile apple. GGAC Scouter

Neither Scoutbook nor Legacy Scoutbook have the option to update progress for the scouts I am assigned. Am I going to the wrong place? I was able to update progress in the past. I still have scouts assigned to me. It feels like a permissions issue. I still see the badges that I am MBC for in my profile. I see an option to message scouts through scoutbook legacy. I no longer can update a scouts merit badge progress.
