Merging/Removing Connected Duplicate Account

I am connected twice to my son’s account. He was part of one council and then we moved. Somehow another account was set up when he joined his current council. I tried contacting our current council but they didn’t seem to fix it. I get the warning message that “another user is using the same email address” on the My Account tab. One of my accounts still seems to be connected to our old council and our old address. Both show up as his connections. I’d like to remove the account associated with his old council (National Capital Area). Any help is appreciated!
