I know that the migration of the Merit Badge Counselor tools has a few hiccups and they are working on it (Towns and Zip Codes not working right). The zip code data and distance tool does appear to be accurate.
More nuanced issue: When I generate a list that results in more than one page (listed alphabetical by name) and then sort for distance, it only sorts the data on that first page. It does not pool all the data, just sorts one page at a time.
Specific: I generated a list of all the merit badge counselors for hiking merit badge within 25 miles of a specific zip code including all councils. The list was 2 pages long. I sorted for distance, but it only included the data on page 1. When I looked at page 2 I could sort for distance again and got different results.
