Multiple initiated by accepting unit?

Until recently we were able to initiate a mutiple registration into our Crew from a local troop. But trying to do this today the only thing I can figure out how to do is fully transfer a scout from the troop to the crew. Example scout below which I have (mistakely) fully transfered from his troop (75) to our Crew (4048).

How do you multiple a scout/adult as the “accepting” unit without the family having to take action?

@RichardFriesner - I think this is a talk to the registrar to get that scout as a multiple. That is what I have done in every case.

@RichardFriesner that scout is expired and in a grace period - that is the issue
