New Transfer Not Allowing Current Rank Entry

I have a Scout who transferred to our Pack from another Council. He earned Bobcat and Wolf, but a partial Tiger. He is now working on Bear but I cannot directly enter his adventures/awards; the only option in the drop-down boxes are for Tiger. Thank you for the help!

Go to his memberships and end the membership in the other pack.
