Which roles in the unit get the New Youth Registration email?

@CarolynMiller- my first guess would be the key 3 as I have received those emails
I was thinking that as well. We have a key-3 delegate in our unit who does not receive the emails.
K3D might not unless they are the Registration Inquiry (or whatever that other role is) - this is a council question to get clarity
