Is it possible for someone to use the online registration without submitting online payment? Can a family provide the unit with a check/cash, but still use the online registration tool? Or, will they need to submit paper applications?

I believe you can use a check
No
Only Credit/Debit cards are accepted by the
online registration system. This makes it easy for
you to know that anyone who has applied has
paid their national and council fees (if
applicable).
