Re-enrolling Previous Scouts

I recently noticed, to my surprise, that the electric application now asks if the scout was a previous/current scout and what their ID is. (Seems highly related to June 15, 2021 change-log) As we are still having a few youth that left during COVID return to Scouting, does this path correctly avoid the $25 one-time fee? Currently, our path for that is a paper application to Council, which is a waste of everyone, including the registrar’s time. I don’t have someone that I can currently test it with.
