Received Error Message When trying pay by Electronic Check

Today our Council was providing a Virtual Workshop on processing Charters.
We had a unit that attempted to pay by electronic check.
They received an error message - Cannot connect to your Bank - Try again later.
Please note the bank in question is one of the largest banks on the east coast.
Please note: we had (6) pairs of eyes watching the information being put into the system - routing & account numbers. I want to know if this is a known bug or anomalie .

@VernonSmith1 - I would gather that the routing and account number were correct and in their proper places? I think if correct should have prompted for account login on a child window. I paid all three units via card so no experience with the check option.
