Reports -> Troop Recognition Report show only those merit badges approved/recorded but not awarded

1. Roster → Advancements → History is showing that my unit had dozens of merit badges awarded and/or approved/recorded in the last 6 months. See sample below

2. Reports → Troop Recognition Report shows only two merit badges; those were approved/recorded but not awarded in that same time period.

Am I missing something?

On recognition report it is the %, # and something else that indicate status - there is a legend at bottom
