we have a scout with multiple logins. council isnt able to help us merge the accounts
and we are unable to send him emails nor approve his requirements

Please ask the Scout to log in to Scoutbook (legacy) at:
https://scoutbook.scouting.org
Scouts must log into their Scoutbook account at least once in order to receive e-mails from Scoutbook.
