I have custom reports that show scouts that have not completed each Rank.
When I pick Scout Rank
I get the expected result, all scouts who have not completed Scout Rank. When I pick any other Rank (i.e. Second Class Rank), the scouts who have not completed Scout rank are missing. I see only scouts who are Scout or Tenderfoot who have not completed Second Class. Scouts with no rank yet are not included.
