Sending emails and updating calendars

We used to have a communications chair and there is no role in scoutbook with this title. Essentially this person emails the parents when events are occuring or needs to communicate something to the parents. They also will add calendar events and such. As a committee member, I think the parent would be able to send an email to other parents and leaders in addition to their connected scout (if they had an email assigned). In order to add events to the calendar, they need to be Key 3, secretary, our outdoor coordinator. Is this about right?
We just need this parent to be able to blast emails and update the calendar.
Any help would be greatly appreciated.

This sounds like the Committee Secretary role to me, just make sure the individual is connected to all Scouts with at least View Profile.
