Who signs the small-boat handler pocket certificate above the “For Ship Quarterdeck” line? Is it the Skipper, Advancement Chair, or Boatswain?

The quarterdeck is similar to the patrol leaders’ council (in troops), so I would think that the Boatswain would sign.
