Should a JASM be allowed (not necessarily required) to attend IOLS or take Scoutmaster Specific Training?
Taking Scoutmaster Specific is no problem since it is all online at training.scouting.org.
As for IOLS, it is designed for “adults”. JASMs are not adults, they are still youth.
I would be more inclined to encourage NYLT and NAYLE for JASM than ASM/SM position specific training. I’m not sure there’s anything wrong with the adult training, per se. Rather, it’s aimed more at the role adults are meant to hold within a unit, which are distinct from youth roles.
