Transfer Error Cub to Scout

Cubmaster is trying to transfer Webelo to our Troop, but keeps getting this error:
“This member has no paid position. Transfer/multiple not allowed”

Please help!

Maybe look at your roster in my.scouting.org to make sure all scouts are listed
