What is this bar below the sub units?

What is this? It doesn’t seem to be a progress bar because selecting or not selecting the sub units doesn’t change it so what is it?

@AudreyReed - looks to me to be a scroll bar…

Well, yes it is! Duh. I tried clicking on it, but not clicking & dragging. Thanks!
