May Cub Scouts observe, or participate in, changing a flat tire on a vehicle, as long as power tools are not used?
This is a policy question that needs to be addressed to your district or council professional staff. The discussion groups here are strictly for technical support for the software. I recommend reviewing the Guide to Safe Scouting and being familiar with that when you have the discussion with your staff.
