Scout's id missing in SB, but shows in IA and my.scouting roster

Cant sync Adv with one scout.
Getting the message:
“Jon has not been matched with a Scout in your Units official roster. Please check with your council”
However, Council shows him on our roster. His member id is missing in SB which I cant edit. He does show up with his id in both IA and my.scouting roster.
