Activity Log - Service Project Detail Blocks

I’ve been trying to load a new service project in the activities log and the two blocks under Project Details are grayed out and not accessible. Both of these blocks (category and collaborative org) are required fields. I’ve loaded all the other details three times, but can’t save because these two required fields are inaccessible. What am I missing???
