@RichardBecker5 - without functional patrols there is no troop. You may want to look up the scouting program as outlined by Baden-powell. As i noted before the BSA is not exactly following the scouting program.

I run a report every 4 months, which lists all the Scouts, their rank, their last rank date, their Eagle MBs.
I import this into a spreadsheet
It has logic to do some counts and dates
I flag the Scouts that have not advanced recently
I flag the older scouts who have a lot of Eagle MBs to complete prior to age 18.
I distribute a PDF to ScoutMaster, and the Committee
The SM and ASM can give extra attention to slow moving scouts, or those approaching Eagle with much to do
