Our troop has a boys troop , girls troop and Crew and I would like to be able to email all 3 at the same time for key activities. It would be nice to select individuals , all scout, or all leaders but I would settle for just being able to select the entire troop at this point.

Organizationally, you don’t have one troop; you have THREE units – a Boy Troop, a Girl Troop, and a Venture Crew. That’s how Scoutbook sees it, and it won’t support mixing those three up.
If you have the Feature Assistant Extension installed, when you create an email, you get the option to keep a message open in the editor after sending it so you can re-send it to the other units:
