Who do I address questions to about missing resource links on the new den Leader pdf’s?

My den Leader was looking to click on these links in the lion handbook, but they’re just text - no html

That is probably best for your council to turn in a membercare issue on it

Cub Scout Adventures | Boy Scouts of America has all the links - not sure what PDFs you are talking about. National has produced no PDFs that I have heard of - so if you have one it is likely a copyright infringement
