How do I add another merit badge to my current list?

I am trying to add “Citizenship in the Community” to my list of merit badges I can work on, and I can’t seem to figure out how to do this either in Scoutbook or Scouting.org? Has anyone been able to add/edit their merit badges, and how did you do it?

As a Merit Badge Counselor? You have to go through the process set by your Council to add another Merit Badge. This is often a paper process as there is no National electronic process for adding additional Merit Badges an MBC counsels.
