Could the knowledge base article be changed to clarify the following situations
:
a. MBC only does special events at the council/district level, or special events for Scouts participation from more than one council. for certain merit badges?
b, MBC has a high risk of getting a pandemic virus and must restrict face-to-face meetings with a Scout?
