Needs Awarded and Needs Purchasing Reports

I am trying to run the “Needs Awarded” and “Needs Purchasing” reports from Scout Book for our Venturing Crew and Sea Scout Ship. It will run the report but doesn’t include any of the scout participants over 18. How can I include them?
