This is an issue with your council. I recommend contacting the Council Registrar to find out why they have not yet been registered in your unit.
BSA policy does not permit youth who are not registered members of the program to earn awards. Scoutbook is required to implement BSA policy. Because these youth are not yet in the system, Scoutbook cannot allow you to mark these as Leader approved.
Thanks Ed, I realize it is on council’s end. I have been contacting my CC about the problem since he was the one that submitted the applications to the DE and figured that it should be him that does all the follow-up. Don’t want multiple people getting involved to confuse the issue. Was more commenting on the topic of the thread itself, that waiting until council processes it, isn’t always the best option, when these two scouts have been waiting for council to process it for a month. Would be real nice if the online application program would ever get modified to handle both adult applications and transfer applications. Was good to find out I can enter their advancement now, without “Leader Approved” checked.
I know I am not official but the last I heard about this, is that the online methods only process new scout applications. The problem is that the online method will charge EVERYONE as if they are a new scout. Within Scoutbook you can transfer the scout if you have the correct spelling of their last name, their BSA ID#, their zip code, and their birth date. But advancement sync will not work until council processes the physical application or a scan of the physical application. I have never heard from our council that this has changed and we had to process several bridging applications this way within the last couple of months.
The transfer feature has not been well publicized, but it’s there, and it does not charge the registration fee. It does however seem to charge for boys life if you select it regardless of whether you already have it.
