Are Den Leaders able to utilize the Print Pocket Certificates feature?

I would like for the Den Leaders in my pack to be able to print pocket certificates for their dens. It seems like Print Pocket Certificate sits within the PO functionality, which is inaccessible to Den Leaders. Are pocket certificates really intended to be awarded only by the pack?
