Boatswain's Mate (Program)

I tried assigning a Scout to “Boatswain’s Mate (Program),” but it keeps giving me the error “Position: Please select a position from the list.” This did not happen when I assigned Scouts to the Boatswain and Boatswain’s Mate (Admin) positions.

Is the Scout Dual registered?

All are dual registered, but this Scout is also in another Ship, which should be going away once recharter finishes.
