BSA Administrator approval

I have a question, in scoutbook, I am seeing “BSA Administrator” approving different stages of achievements for many of my scouts. Who is this and why is it happening?

There was an issue fixed in the past few weeks where awards that were auto-completed/approved (marked approved when all underlying requirements are approved) had an indication of BSA Admin approving. Now the person who approved the last requirement is listed as the approver. Awards auto-approved prior to the fix were not updated.
