Though there are no notes in the Scoutbook Release Notes pertaining to Commissioner Tools, it’s clear that an update was recently made to fix the bug with creating second, third, etc. Unit Service Plans as the “Create New Service Plan” button now DOES appear (yay!). It looks like possibly other things were changed as well.
However, if you had scheduled Detailed Unit Assessments before the upgrade, you may encounter this error when you go to submit the completed (pre-scheduled) Detailed Unit Assessments:
Contact status can not be updated to ‘Complete’. No assessment of contact is present
There are one or more issues with the assessment
Please try again

Here is the solution:
- Copy all of your numeric scores and Commissioner notes, Unit Service Plans, etc. into a separate document (word, notepad, whatever)
- Delete the pre-scheduled Detailed Unit Assessment from the “In Progress” assessments
- Create a new Detailed Unit Assessment
- Recreate the assessment – set the numeric scores, paste in your comments and input the Unit Service Plans from your note document
- Submit this newly created Detailed Unit Assessment
